Long Term Control Plan for sewers

The City of Huntington has something in common with over 700 communities in the United States.  These communities and the City of Huntington utilize combined sewers to transport wastewater to the City’s Wastewater Treatment Plant.  During large rain events these sewers do not have the capacity for both wastewater and stormwater.  When the combined sewers do not have enough capacity they overflow into Flint Creek and the Little River through combined sewer overflows.  There are 15 of these points in Huntington.

Construction of new combined sewers in the United States has been prohibited since the late 1970’s.  Since then, the City of Huntington has taken a proactive approach to reducing combined sewer overflows by separating some of the existing combined sewers.  The current sewer separation project is separating approximately 13,000 feet of combined sewers.  Unfortunately, separation of all sewers will not completely solve the problem, but it does reduce the frequency and volume of CSOs by removing stormwater from the system. 

The U.S. EPA and Indiana Department of Environmental Management are now requiring more than 100 Indiana communities with combined sewers to develop Long Term Control Plans (LTCP).  These Long Term Control Plans involve developing solutions to comply with the Clean Water Act by eliminating combined sewer overflows.

The City will be holding a public meeting on November 5 at 7:00 p.m. to discuss the Long Term Control Plan that has been developed by the City, the Citizen’s Advisory Committee, and the City’s Consultant.  The cost of the projects proposed in the LTCP and corresponding sewer rates will be discussed at the meeting.  The meeting will be held in the Council Chambers of the City Building at 300 Cherry Street.
